Abstract: | Decades before “Education is the Way” became his winning campaign slogan for the 4-term legislative education committee chairman, Dr. K helped to develop courses at the then College of Education that would allow students to earn their degrees in teaching. Dr. K viewed this as a vital component in addressing the local teacher shortage. At the time, he remembers that planeloads of teacher hires from the U.S. mainland arrived annually to work in the classrooms of Guam’s public schools. |
