Abstract: Mr. Elvidge was a Seattle based Attorney active in the Republican Party for more than twenty years before being appointed to be the second civilian Governor of Guam after the conclusion of the U.S. Navy administration of the island. Prior to his appointment Mr. Elvidge was a president of the Seattle Bar Association, member of the Board of Governors of the Washington State Bar Association (Elvidge, 1972). Elvidge, A. M. (1972).
