| dc.description.abstract | The U.S. Naval Government of Guam compiled reports on various routine matters of governance by month in the year 1948 before switching to annually from 1949 until 1950 Each report covers issues and activities discussed by the Guam Congress, the running of the Naval Station, construction and upgrades of facilities around the island. In this time period the Naval Government had the dual responsibility of rebuilding the island after the ravages of World War II and for building the island up as part of a “base network” across the Pacific Ocean of which Guam was to become a Gibraltar of the Pacific second only to Hawaii in importance (Rogers, 1995, p. 207). | en_US |
