dc.description.abstractFirst in his class at the U.S. Naval Academy and a Congressional Medal of Honor winner in World War I, Governor Willis Winter Bradley Jr. Knew the island of Guam well from the time he was in command of the USS Gold Star, a 4500 ton cargo-passenger carrier serving as Guam's station ship. He is known for his progressive rule as Governor, championing the cause of citizenship for the Chamorro people and the other residents of Guam. He was the author of the Guam Bill of Rights that contained 12 provisions including the right of writ of habeas corpus and the privilege of voting in local elections regardless of race or sex. Bradley also claims the establishment of the 2nd Guam Congress consisting of a 27 member House of Assembly elected for two year terms and a 15 member House of Council elected for four years among his accomplishmentsen_US
